The pad sits on the fork where the portafilter rests while grinding. According to retailers it is glued on, protects the portafilter from scratches, gives it a better hold and dampens vibrations of the metal fork.
Small part, quieter grinding
If the portafilter rests directly on metal, it can slip and rattle while grinding. The rubber pad gives it a steadier position. It makes no difference to the taste, but it does in everyday use at the grinder.
